The Norton City Department of Social Services (DSS) is one of 124 local departments of Social Services in Virginia. The department is a locally administered, state-supervised system that provides assistance and services to those in need utilizing federal, state, and local funds.

Staff
The Norton City DSS has a staff of 15 people that administer a variety of complex social service and benefit programs.

The City Manager has been designated as the officer in charge of the Department of Social Services and constitutes the local Board of Social Services. The City Manager appoints the local Director who shall perform the functions imposed upon them by the Code of Virginia. City Council has established an Advisory Board to serve in an advisory capacity to the local Director of Social Services.

Services
The Norton City DSS administers a variety of medical, food, income maintenance, and social service programs supported by federal, state, and local funds. Consumers include those receiving public assistance as well as those individuals and families in need of services. Eligibility for most programs is based on universal access or household size, income, and resources of the home.

Emergency Services & Complaints
Emergency services such as child protective services (CPS) or adult protective services (APS) may be accessed after normal business hours or on holidays by calling the Norton City Police Department at (276) 679-1211.

Adult and child protective services complaints may also be made to the state hotline by calling (800) 552-7096 for CPS, and call (888) 832-3858 for APS.
